Glendale, City of Mesa, City of Phoenix, City of Scottsdale, and City of Tempe, (collectively referred to as the “Cities”), the United States of America, the Arizona Department of Water Resources (“ADWR”), the Arizona Water Banking Authority (“AWBA”), the Central Arizona Water Conservation District (“CAWCD”), and the Gila River Indian Community (“Community”), sometimes each referred to in this Agreement as a “Party” and collectively as the “Parties”.
