This Annex is titled “Strategic Tac Radio and Tac Overwatch (STRATO): Last Mile Communications and Realtime Observation Stratospheric Platforms for Wildland Fire.” The Annex shall be for the purpose of supporting testing of the Thunderhead platform for communications and observations for the STRATO project and to formalize the roles and responsibilities of NASA and USFS as it pertains to project management and execution. The purpose of the STRATO project is to evaluate the performance and utility of providing LTE service and imagery from a steerable balloon. This is important for receiving time sensitive information for responders as well as enabling the flow of information out of these remote areas to improve management and science.
