Premier Dalton McGuinty and Quebec’s Premier Jean Charest launched negotiations in November 2007 to develop a modern, comprehensive trade agreement that would further reduce barriers to trade and enhance Ontario and Quebec’s economic relationship. By doing so, this new partnership would improve upon the Agreement on Internal Trade’s shortcomings, which limits Ontario and Quebec’s ability to address regional trade barriers and cooperate on common economic issues.
