The agreement followed 11 rounds of negotiations started in June 2003 and ending with the signing of the agreement in Washington, DC on 30 April 2007. Open Skies creates a single transatlantic Open Aviation Area replacing the patchwork of individual bilateral agreements between the U.S. and the 27 EU member states (in fact, a number of member states, such as Bulgaria, Estonia, Latvia, Lithuania and Slovenia, had no prior air service agreement with the U.S.).
