Agreements known generically as pipe and wire agreements are among the most commonly executed between highway agencies and railroads. These agreements are necessary whenever there is maintenance, construction, or installation of drainage pipes, pipelines, utility lines, or other linear structures that intersect a railway. The maintenance, construction, or installation of a device or structure above, adjacent to, or beneath a railway raises numerous safety concerns for the railroad.
