THIS AGREEMENT is made September 23 , 2013 between the City of Pueblo, a Municipal Corporation (the “Client”) and THE STATE OF COLORADO , acting by and through the Department of Personnel and Administration, Division of Finance and Procurement, Office of Central CollectionServices, (the “State”). The parties are referred to as the “parties”.
