This Portland Enterprise Zone Written Agreement (“Written Agreement”) is entered into this 3rd day of March, 2015 (the “Effective Date”) by and between the COMPANY, its affiliates and subsidiaries (the “Company”), and the City of Portland (“City”), acting by and through the Portland Development Commission (“PDC”).
