Onsite Power Purchase Agreements (PPAs) are a contract between a project developer (and likely backed by a financial counterparty) and a retailer. The project developer owns, operates, and maintains the renewable system for a term of typically 15-25 years. The retailer agrees to pay for all the system production at a fixed price for the life of the agreement. PPAs provide retailers the ability to: offset on-site electricity consumption, potentially reduce Scope 2 carbon emissions, and provide a long-term hedge and/or savings opportunity against future electricity prices. The Himalayan Rivers have an enormous hydropower potential that is still not exploited fully for the benefit of the region. Bhutan and Nepal together have an economically feasible potential of 60,000 MW of hydroelectric power generation capacity but are too weak financially to bear alone the risks associated with the development of their hydro resources. India is the only potential market for the electricity supplied from these sources. The power purchase agreement framework for the 336 MW Chukha Hydel Project in Bhutan could serve as a model with regards to the transfer of risks, management of risks, and sourcing of finance in exchange for the sharing of the economic rents associated with such projects.

Power Purchase Agreements with Renewables: Optimal Timing and Design

Abstract—In this paper, we design a power purchase agreement (PPA) where the firm agrees to make a certain transfer payment to the renewable generator, and the generator invests that payment to build new renewable energy facilities. The firm will then have access to all electricity generation from the new facilities for a long-term period. The firm may dynamically decide when to start the PPA on an ongoing basis, based on the evolving market conditions, and the transfer payment (amount of investment) is also specified by the firm. The firm’s objective is to maximize its long-term discounted benefit (total savings) from signing the PPA. We mathematically formulate the firm’s decision problem as an optimal stopping problem and provide analytical solutions. We also provide insights on how the firm’s investment capacity and expected saving change with respect to different problem parameters.
