The Private Improvements Agreement (PIA) process was established to address right-of-way improvements resulting from private developments. However, not all developments are required to go through the PIA process. In general, “significant” improvements in the public right-of-way require a PIA; this ensures that the City has a record of such improvements for future reference and use. The following list provides some guidelines to assist in determining if a PIA is warranted for a given development. Please note that this list is not all-inclusive:
