THIS AGREEMENT (“Agreement”) is made and entered into by and between the City of Cheyenne, a municipal corporation organized under the laws of the State of Wyoming, 2101 O’Neil Avenue, Cheyenne, Wyoming 82001 (“City”), and WILLCO IX Development, LLLP, a limited liability limited partnership organized under the laws of the State of Wyoming (“WILLCO IX”).
