RECALLING the Joint Declaration on the Launch of Negotiations for the Regional Comprehensive Economic Partnership adopted by the Heads of State or Government of the Member States of the Association of Southeast Asian Nations (hereinafter referred to as “ASEAN” in this Agreement) and Australia, China, India, Japan, Korea, and New Zealand at Phnom Penh, Cambodia on 20 November 2012 which endorsed the Guiding Principles and Objectives for Negotiating the Regional Comprehensive Economic Partnership;

On 15 November 2020, all ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam), Australia, China, Japan, New Zealand, and the Republic of Korea (each a “Member” and collectively “Members”) signed the Regional Comprehensive Economic Partnership Agreement (“RCEP” or “Agreement”) during a virtual summit hosted by Vietnam. Once ratified, Members will begin their respective domestic implementation processes to bring the Agreement into force.

India was originally party to the RCEP negotiations, but it left the deal in 2019 due to concerns over the protection of its national interests and local industries.
