The global economy today is the economy of integration associations. In the global economy integration processes occur at both the global and regional (local) levels. Countries begin to consider regional trade agreements (RTA) as the basis of their trade policy. Regional agreements are an essential part of the overall development strategy of countries and regions in the gradual integration into the world economy.

The North American Free Trade Agreement (1994) was the pioneer agreement and template for many subsequent RTAs. With respect to labour mobility, it contains a chapter entitled ‘Temporary Movement of Business Persons’, whose purpose is to facili- tate temporary entry for business people, working in the area of both goods and services. NAFTA also contains an ‘Annex on Professionals’. The Annex is intended to promote the development of mutually acceptable standards for licensing and certification of professionals, based on factors such as educational background, qualifying examina- tions and experience. A qualifying list of 62 professions is set out in an Appendix to the agreement. The USA originally placed a quota on the number of professionals that could be admitted from Mexico at 5,500 per year, but that category is now uncapped, as it is by Canada, for professionals from Mexico.

China’s pursuit of regional and national security and great power status is both legitimate, given that there are no meaningful WTO rules prohibiting this, and beneficial to the region, considering East Asia’s troublesome geopolitical layout. However, China should be mindful of the importance of the multilateral trading system in achieving its goal. As a top trading power, China also has the responsibility to push multilateral trade liberalization rather than being obsessed with regionalism. On the other hand, it shall be realized that the quest for regional trade arrangements demonstrates many weaknesses of the WTO-led multilateral trading system. Regional movements for free trade, as currently pursued by China, shall be allowed and even encouraged to the extent that they do not create trade diversion and divergent rules from the multilateral trade system.

Abstract: While trade is growing fast, the multilateral trading system faces a number of internal difficulties linked to the size of its membership and the diversity of economic situations, trade interests, and previous commitments. But the multilateral trading system is also challenged by the outside rapid development of regional and bilateral free trade agreements. This raises serious challenges for the multilateral trading system. There has been a rapid growth in the number of regional trade agreements (RTAs) in recent years. It has raised the question as to whether RTAs pose a threat to the multilateral trading system. The trend in the growth of RTAs should express strong concerns about the negative effects of growing regionalism. We should tend to regard regionalism much more as a complement to multilateralism.

In the current condition of increasing globalization and competition for the most important markets trade preferences become an important factor of external trade policy. In order to ensure a stable position in the world markets, as well as trade and political support for its initiatives, Russia does not remain aloof from the ongoing processes. The further development of integration in the CIS region is one of the priorities. Its effectiveness will be determined by a pragmatic approach to achieving strategic goals. In the 2013 -2014 Russia has also started negotiations on the establishment of a free trade regime with several partners, hence their continuation depends on a favourable political climate in the country and in the world.
