In February 2008, a total of six incidents of piracy and armed robbery against ships were reported in the Asian region. Of these, four were actual incidents and two were attempted incidents. One of the two attempted incidents that occurred in the South China Sea was a case of attempted piracy in accordance with the ReCAAP ISC’s definition. Compared to February 2007, there was a slight increase in the total number of incidents reported in February 2008. The details of the incidents that occurred in February 2008 are described in the Annex.

Between December 2007 and January 2008, a total of 10 incidents of piracy and armed robbery against ships were reported in Asia. Of these, nine were actual incidents and one was an attempted incident. Overall, there has been a decline in the number of incidents reported between December 2007 and January 2008 compared to December 2006 and January 2007. The decline in the number of reported incidents was a result of the decrease in the number of attempted incidents. The number of actual incidents reported during these two periods remains fairly consistent.

Given the timing of our survey in relation to the COVID-19 pandemic, it is possible and even likely that any hormone shortages reported as occurring more often than once every five years were impacted by it. A recent report, for instance, notes that during COVID-19 “the shortage of hormones [in Denmark] is so drastic, that people have had to wait even weeks to continue their treatment.”41

A total of 14 incidents of armed robbery against ships were reported in Asia in April 2008. Of these, 12 were actual incidents and two were attempted incidents. Of the 14 incidents, eight occurred in the Southeast Asian region and six in South Asian region. The details of the incidents are described in the Annex. Part 3 of this report features four incidents in greater detail.

In November 2007, a total of seven incidents were reported in the Asia region. Of these, three were actual incidents and four were attempted incidents. Overall, there was a slight decrease in the number of actual incidents reported in November 2007 compared to November 2006. However, there was an increase in the number of attempted incidents in November 2007 compared to November 2006. In November 2007, there were a total of three cases of attempted piracy, of which two occurred in the South China Sea and one in the Straits of Malacca and Singapore. AGREEMENT BETWEEN THE STATE OF WEST VIRGINIA AND THE UNITED STATES DEPARTMENT OF JUSTICE:

In April 2014, the United States Department of Justice (DOJ) launched an investigation into the State of West Virginia’s system for delivering services and supports to children with serious mental health conditions. DOJ found that West Virginia has not complied with Section II of the Americans with Disabilities Act (ADA) and, as a result, many children with serious mental health conditions are needlessly removed from their homes to access treatment. In a May 14, 2019 Memorandum of Agreement (Agreement), DOJ recognized West Virginia’s commitment to providing services, programs, and activities to qualified children in the most integrated, least restrictive environment. The Agreement requires West Virginia to build upon this commitment by offering home- and community- based services (HCBS) to all qualified children and to reduce the number of children in residential mental health treatment facilities.
