WHEREAS, the retirement Plan for Jacksonville law enforcement officers and firefighters is administered by the Jacksonville Police and Fire Pension Fund Board of Trustees (hereinafter referred to as the “JPFPF”, “Board” or “Pension Plan”), an independent agency of the City of Jacksonville created by special act of the Florida Legislature; and
