Contract Type FiledMay 9th, 2023The Revolving Fund was created when the DDA and the Township entered into an agreement for two road improvement projects within the DDA District. Under this agreement, the DDA paid 100% of the paving cost for Jackson Plaza and Aprill Drive, then the Township created a SAD district and charged the owners on those roads 50% of the cost. The purpose was to create a revolving fund where the Township would have money to “loan” small SAD road projects the money to repave their roads, then the money would be paid back through the SAD process. This plan was created due to the extreme high cost of bonding which for small projects could be upwards of 50% added cost. Since it was created with DDA seed money, the Revolving Fund has functioned to support several special assessments.
