Pursuant to section 205 of the Federal Power Act, 16 U.S.C. § 824d, Southwest Power Pool, Inc. (“SPP”) encloses for filing an executed Shared Network Upgrade Facilities Construction Agreement among Bowman Wind, LLC (“Bowman”), Mountrail Wind Project, LLC (“Mountrail”), Basin Electric Power Cooperative (“Basin”) and SPP (“Agreement”).1 SPP requests that the Federal Energy Regulatory Commission (“Commission”) accept the proposed Agreement with an effective date of July 2, 2023. In support, SPP states the following:
