This Agreement is entered into for the purpose of creating a special education Shared Services Arrangement (SSA) to provide certain special education and/or related services for students with significant behavioral needs requiring placement off the student’s home campus for students residing in the participating Districts. An Admission, Review, and Dismissal Committee (ARDC) recommendation is required for students to receive specialized services from the SSA.

The Cayuga Independent School District, Elkhart Independent School District, Frankston Independent School District, Neches Independent School District, Slocum Independent School District, and Westwood Independent School District, (collectively, “Member Districts” and individually, a “Member District”), hereby agree to cooperatively operate their special education programs under the authority of Education Code Sections11.1511(c)(4), 11.157 and Texas Government Code Section 791.001 et seq., as the Anderson County Special Education Co-op (“the Shared Services Arrangement” or “SSA” or “Cooperative” or “Co-op”). Member Districts agree that:

Bremond Independent School District, Calvert Independent School District, Franklin Independent School District, Hearne Independent School District, and Mumford Independent School District, ("member districts"), cooperatively operate their special education programs as the ROBERTSON COUNTY SPECIAL SERVICES SHARED SERVICES ARRANGEMENT ("the SSA"). The SSA is governed by a management board (the "SSA Board") composed of the superintendents of the Member Districts as the representatives of the boards of trustees of the Member Districts. Each superintendent or the superintendent’s designee attends the regularly scheduled SSA Board meetings. Superintendents keep their respective Member District boards advised of SSA Board actions.

This Letter of Agreement establishes a Shared Services Arrangement (SSA) between Education Service Center Region XIII (Region XIII) and the signing Member District. Region XIII will serve as the Fiscal Agent in this Shared Services Arrangement.
