This Cost Sharing Joint Powers Agreement (“Agreement”) is made and entered into by and between Dakota County Regional Railroad Authority (“Authority”) and the City of Eagan (“City”), collectively referred to as the “Parties”, pursuant to Minn. Stat. § 471.59 which authorizes local government units to jointly and cooperatively exercise any power common to the contracting parties; and
