As a result of the completion of labor negotiations regarding the Health Reimbursement Arrangement (HRA) contract reopener, the Orange County Sanitation District (OC San) and the Orange County Employees Association (OCEA) hereby agree to the following modifications to the existing agreements between the parties that are in effect from July 1, 2019 through June 30, 2022. These changes will only be implemented going forward from the date of this Side Letter.

The Parties, in good faith, hereby expressly agree to a one-time payment equivalent to four percent (4 base salary, to be paid on June 16, 2023 (pay period ending June 10, 2023). Base pay is considered the hourly rate established for the classification and pay step without premiums or other enhancements, such as longevity.

This Side Letter of Understanding between the Santa Rosa Junior College (“College”), the Sonoma, Lake and Mendocino Building & Construction Trades Council (“Council”) and its affiliated local unions (“Unions”) will serve to memorialize the commitment and mutual agreement of the College, Council and its affiliate unions to meet and confer for the purpose of establishing a joint program enabling individuals to complete their Associate Arts degree at the College and an apprentice training program of an affiliated union. Further, the College, Council and Unions will report on the status of establishing and performance of the program on a regular periodic basis commencing no later than November 1, 2017.
