The previous five year agreement for the maintenance of Twinflower Park by the West Shore Parks and Recreation Society (WSPRS) was entered into in 2010 and expired in 2015. That agreement was undertaken during the time that the Highlands Park and Recreation Society was responsible for the management of the park. This is now undertaken as a municipal function.
