Ofwat’s Wholesale Charging Rules published in November 2016 sets out a requirement that where special agreements apply to Eligible Premises, undertakers must impose charges which enable the licensee to charge for those services at the same rate or rates as would have applied if the Special Agreement had not existed. It also sets out a requirement for undertakers to publish these charges.
