is entered into by and between the State of Wisconsin Department of Natural Resources (DNR) and State of Wisconsin, Department of Transportation (DOT), state agencies, for the purpose of authorizing the incidental take of the Karner blue butterfly (KBB) in the State of Wisconsin consistent with and during the period of a statewide Incidental Take Permit issued by the United States Department of Interior, Fish and Wildlife Service (FWS).
