Abstract. Two related problems are treated in continuous time. First, the state agreement problem is studied for coupled nonlinear differential equations. The vector fields can switch within a finite family. Associated to each vector field is a directed graph based in a natural way on the interaction structure of the subsystems. Generalizing the work of Moreau, under the assumption that the vector fields satisfy a certain subtangentiality condition, it is proved that asymptotic state agreement is achieved if and only if the dynamic interaction digraph has the property of being sufficiently connected over time. The proof uses nonsmooth analysis. Second, the rendezvous problem for kinematic point-mass mobile robots is studied when the robots’ fields of view have a fixed radius. The circumcenter control law of Ando et al. [IEEE Trans. Robotics Automation, 15 (1999), pp. 818– 828] is shown to solve the problem. [1] A State Agreement is the legislative approval of a contract between the executive government and a company to build/operate a specified development. Most State Agreements comprise a long contract between the company and the executive (eg. Minister, Premier) which is scheduled to a short covering statute documenting the legislature’s approval. This enables government and company to structure regulation for the operation where existing law is absent or inappropriate.1

This agreement was signed by the former Premier, Colin Barnett, on 23 January 2017. As I understand, he did so having first consulted the then Leader of the Opposition, Mark McGowan. That was entirely appropriate given the fact that even though we were not technically in caretaker mode, we were close enough to being in caretaker mode, and that was a good action on the part of the former Premier. It is a joint venture between trust fund Nyco and Todd Corporation. They are an old respected family firm from New Zealand. Ultimately, we will be looking at over $5.5 billion of investment and over 3 000 jobs during construction. In anyone’s language, it is a very important project for the Pilbara and for Western Australia. As I have said, it will benefit not just the joint venture partners, but also the Pilbara region, the Aboriginal people and the entire Western Australian community, particularly communities in the Pilbara.

Such notifi- cation shall have the same effect as if, on the effective date of the disquali- fying change in the law, the Governor had filed with the Secretary or his del- egate a valid and sufficient notice of withdrawal requesting that the State agreement cease to be effective with respect to taxable years beginning on or after the first January 1 which is more than 6 months thereafter, subject to the exception with respect to with- holding in the case of fiscal-year tax- payers. However, the cessation of effec- tiveness may be deferred to a subse- quent January 1 if the Governor so re- quests and if the Secretary or his dele- gate in his discretion determines that the date of cessation provided in the preceding sentence would subject the State or its taxpayers to undue hard- ship.
