Contract Type FiledJune 30th, 2015The Bureau of Land Management (BLM) executed a national Programmatic Agreement (nPA), on February 9, 2012, (Part 2) with the Advisory Council on Historic Preservation (ACHP) and the National Council of State Historic Preservation Officers (NCSHPO). The nPA governs the manner in which the BLM shall meet its responsibilities under the National Historic Preservation Act (NHPA) and directs each BLM State Director (SD) to develop a mutually agreed upon Protocol with each State Historic Preservation Officer (SHPO) in their respective jurisdictions. The nPA encourages BLM SDs and SHPOs to develop mutually agreed upon BLM-SHPO protocols regulating their relationship and how consultation will take place by establishing streamlined (as opposed to case-by-case) consultations. Since California BLM administers land in California and Nevada, this Protocol has been negotiated by the California SD of the BLM with the California SHPO (CASHPO) and the Nevada SHPO (NVSHPO).

Contract Type FiledNovember 17th, 2021On February 9, 2022, BLM’s National Programmatic Agreement (nPA) with the Advisory Council on Historic Preservation (Council) and the National Conference of State Historic Preservation Officers (NCSHPO) will expire. Part XV.A of the State Protocol Agreement between the Bureau of Land Management, Nevada and the Nevada State Historic Preservation Officer for Implementing the National Historic Preservation Act, revised 2014 (Protocol), states “this Protocol will remain in effect for 10 years from the date of execution of the 2012 revised nPA.” Therefore, this Protocol will also expire on February 9, 2022.
