The terms of the PA have been drafted to deal with programme-level issues and with the intention of which is to minimiseminimising the time and costs of dealing with legal issues relating to BSF. Partnerships for Schools (PfS) expect the standard form PA to be used un-amended. However, a certain degree of customisation of the standard form PA by Local Authorities will be necessaryPSBP. Each PA will be customised prior to issue to reflect local circumstances and where this is anticipated it has been flagged in a footnote.. The customisation will be done by the Education Funding Agency (EFA), which is the agency chosen by the Department for Education (DfE) to implement PSBP.
