Under federal copyright law the Chafee Amendment allows authorized education agencies and non-profit organizations to create and distribute alternative formats of non-dramatic copyrighted materials without written consent from the copyright holder as long as the alternative formats are for the exclusive use of people with disabilities.

The Chafee amendment, of the federal copyright law, allows authorized educational agencies to acquire and distribute specialized formats of print instructional material (textbooks and core related materials), without consent from the copyright holder, as long as the alternative format is for the exclusive use of persons with a documented print disability.
