"Council" as referred to herein, shall be the City Council of Avon, Lorain County, Ohio, and "City Engineer" shall refer to the City Engineer or the City’s Consulting Engineer hired to perform services on this project. The term "Development" shall refer to the land being developed as set out in the Preliminary Plat as approved by Planning Commission. The term "Subdivision" shall refer to the collection of lots created in the development (be it in a single or multiple phases) along with the public improvements constructed therein.
