WHEREAS the Parties concluded with the Government of Canada and the Government of Ontario, an agreement on the provision of police services in the community of Akwesasne covering the period from October 1, 2004 to March 31, 2014, hereinafter the "Agreement on the provision of police services" whose costs are shared in a proportion of 52% for Canada, 24% for Ontario and 24% for Quebec;
