The Economic and Social Council, in its fifty ninth session held at the headquarters of the Arab League General Secretariat in Cairo, had adopted its Resolution No. 1317 Concerning the Declaration on the Establishment of a Pan-Arab Free Trade Area and approval of its Executive Program.

Economic growth based on innovation and trade agreements facilitate transfer of technology between countries. The World Trade Organization (WTO) enables members to enter into regional trade agreement granting more favorable trade conditions to its fellow signatories than it does to other parties and provide the legal basis for preferential trade agreements between developing countries. To exploit these regional trade opportunities, the African Union (AU) undertook to establish the African Continental Free Trade Area Agreement (AfCFTA) and to bring coherence to the regional intellectual property (IP) cooperation. The inclusion of IP in trade agreements provide an opportunity to set common rules on IP protection and a common approach to the use of flexibilities offered through WTO’s Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement. The United States-Israel Free Trade Area (FTA) agreement is a program which provides for the elimination of duties for merchandise from Israel entering the Un States. The purpose of this agreement is to stimulate trade between the two countries. The FTA program became effective September 1, 1985, and has no termination date. As of January 1, 1995, all eligible reduced rate importations fro Israel were accorded duty-free treatment. The FTA does allow the two countries protect sensitive agricultural subsectors with nontariff barriers including import ba quotas, and fees.
