WHEREAS, the Iowa Department of Transportation (hereinafter called the DEPARTMENT) has, in accordance with Chapter 324A of the Code of Iowa, secured an agreement for federal funding from Iowa Developmental Disabilities Council on behalf of Iowa public transit systems, and is authorized under Chapter 324A of the Code of Iowa to provide State Transit Assistance to Iowa’s public transit systems, and
