During normal operation, each DCPP unit’s electrical loads are supplied from the unit’s main onsite electrical generator. If the generator is not available, either due to unit shutdown or other reason, the loads are transferred to an alternative source. The preferred immediate alternate source of electrical power for DCPP electric loads (safety-related and nonsafety-related) is the offsite power supply or 230kV grid In addition DCPP has a delayed 500 kV source. The offsite power source is sometimes referred to as the preferred power supply in the regulatory documents.

The October 1997 Order required that Section 2.3.1.3.2 of the ISO Tariff “specifically reference, and be consistent with, section 5 of the Transmission Control Agreement.” October 1997 Order, 81 FERC at 61,457. The current version of this Tariff section reads as follows: “The ISO may establish planning and Operating Reserve criteria more stringent than those established by WSCC and NERC or revise the Local Reliability Criteria subject to and in accordance with the provisions of the TCA.” The Tariff section already references subjects described in Section 5 of the TCA (which has to do with the ISO). Thus, the Tariff section is in compliance with the Commission’s directive. On December 21, 2000, the California Independent System Operator Corporation (“ISO”) filed, in Docket No. ER01-724-000, an amendment to the Transmission Control Agreement (“TCA”) among the ISO and the Original Participating TOs – Pacific Gas and Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company. Previous to this filing, the ISO had proffered the amendment to the TCA to the City of Vernon, California (“Vernon”) for execution, but Vernon had not yet expressed its willingness to assume all obligations associated with being a Participating TO. Therefore, the effectiveness of Appendices A and B to the December 21 filing, and of Vernon’s membership as a Participating TO, was conditioned upon Vernon’s executing the TCA without condition.
