‘‘(a) Subject to subsection (b), any agreement entered into under the Water Bank Act (16 U.S.C. 1301 et seq.) and due to expire on December 31, 1994, may be ex- tended for 1 year under section 6 of the Water Bank Act (16 U.S.C. 1305).
