made, entered into and effective this 10th day of April, 2017, by and between the City of Inver Grove Heights, a Minnesota municipal corporation (hereafter referred to as “IGH”) and the City of Eagan, a Minnesota municipal corporation (hereafter referred to as “Eagan”). Subject to the terms and conditions hereafter stated and based on the representations, warranties, covenants, agreements and recitals of the parties herein contained, the parties do hereby agree as follows:
