This amended and restated WestConnect Planning Participation Agreement (“Agreement”) supersedes all prior versions of the agreement and sets forth the rights and obligations of the parties to this Agreement to carry out the WestConnect Regional Planning Process developed pursuant to Federal Energy Regulatory Commission Order No. 1000, et seq. 1 (“Order No. 1000”) for the WestConnect Planning Region, as approved by the Commission. The Agreement is by and among the parties listed in Exhibit A, which exhibit shall be revised from time to time to reflect new and withdrawn parties. Hereafter, the parties shall be referred to individually as “Party” or “Member” and collectively as “Parties” or “Members.” Other capitalized terms used in this Agreement are defined in Section 3 below.
