between OELWEIN COMMUNITY SCHOOL DISTRICT (hereinafter referred to as ‘District”), and CITY OF OELWEIN, IOWA (hereinafter referred to as “City”); and GREATER OELWEIN AREA CHARITABLE FOUNDATION, INC. (hereinafter referred to as ‘Foundation”) (collectively the “Parties”):
