By virtue of the authority granted by Chapter 51 of the Texas Natural Resource Code and subject to all rules and regulations promulgated pursuant to the Code, amendments to the Code, and all other applicable statutes, the State of Texas (Lessor), acting by and through Jerry Patterson, the Commissioner of the Texas General Land Office (GLO) who is acting for and on behalf of the Permanent School Fund (PSF), hereby grants to Galveston-Offshore Wind, L.L.C. (Lessee), whose address is 137 Duperier Street, New Iberia, LA 70563, a Lease of state-owned submerged lands (Lease) located on blocks 187L and 188L in the Gulf of Mexico, as more particularly described in Attachment A attached herein (the "Leased Premises").
