Summary a keywords. This thesis aims to define what a local government is and how it differs from private sector. It also shows the difference of the local administrations, such as municipal coun- cils, to the state government. Because these local governments have big impact on the public sphere in their region, they often have to work with public contracts. Then the thesis explores what all the important points a public contract must have. Further impacts of the administrative procedure and the possibility of making changes. The thesis also describes the relationship between public-law contracts and private con- tracts, and how it differs, especially between the treatment of contracting parties, which are completely equal in private contracts, but not always so in public contracts. Sugges- tion for improvement will be supported by according documentation.
