CAIR SO2 trading program means a multistate sulfur dioxide air pollution control and emission reduction program approved and administered by the U.S. EPA in accordance with 326 IAC 24-2; 40 CFR 96, Subparts AAA through III* and 40 CFR 51.124(o)(1) or 40 CFR 51.124(o)(2)*; or established in accordance with 40 CFR 97, Subparts AAA through III and 40 CFR 51.124(r)* and 40 CFR 52.36*, as a means of mitigating interstate transport of fine particulates and sulfur dioxide.
