The gross Cost of New Entry component of the Net Asset Class Cost of New Entry shall be, for purposes of the 2018/2019 Delivery Year and subsequent Delivery Years, the values indicated in the table below for each CONE Area for a combustion turbine generator (“CT”), a combined cycle generator (“CC”), and an integrated gasification combined cycle generator (“IGCC”), respectively, and shall be adjusted for subsequent Delivery Years in accordance with subsection (h)(3)(i) below.
Beginning with the Base Residual Auction scheduled for May 2010, the Net Energy and Ancillary Services Revenue Offset for a CONE Area shall be adjusted following any Delivery Year during which Scarcity Pricing was effective in such CONE Area pursuant to the Scarcity Pricing provisions of section 6A of Schedule 1 to the PJM Operating Agreement.
The Scarcity Pricing revenues so determined shall be subtracted from the Net CONE otherwise calculated for such CONE Area for use in the Base Residual Auction next occurring after the Delivery Year in which Scarcity Pricing was effective in such CONE Area.

The EKPC Zone is included in "CONE Area 3 on the chart which currently includes AEP, Dayton, ComEd, APS, DQL, ATSI and DEOK.
ComEd is in CONE Area 3, along with AEP, APS, ATSI, Dayton, DEOK, and Duquesne.
For the 2022/2023 Delivery Year and subsequent Delivery Years, for purposes of this provision, the net energy and ancillary services revenue estimate for a combustion turbine generator shall be that determined by Tariff, Attachment DD, section 5.10(a)(v-1)(A), provided that the energy and ancillary services revenue estimate for each CONE Area shall be based on the Zone within such CONE Area that has the highest energy revenue estimate calculated under the methodology in that subsection.
As PJM notes, the hypothetical Reference Resource can be built anywhere in CONE Area 3, and all of the parameters therefore should be representative of that large area.
When this occurs, the LDA is said to “bind,” and the price separates from the parent LDA or the rest of the RTO.Only if the ComEd LDA binds would the proposed CONE for new CONE Area 5 affect the clearing price for the ComEd region.
In this way, the existing values for CONE Area 3 remain unchanged, and this proposal will not impact other LDAs outside of Illinois that are currently within and will remain within CONE Area 3.4.
