When BOCES seeks to purchase articles which are manufactured or prepared in NYS Correctional facilities such articles must be purchased from the Department of Correctional Services and may not be purchased from any other source unless the Commissioner of Correctional Services certifies that articles sought to be purchased cannot be furnished by the Department of Correctional Services.
