An ECPA district seeking to initiate a community early childhood education facilities project shall apply to the commissioner for approval of the project.
Notwithstanding anything to the contrary contained in P.L.2000, c.72 (C.18A:7G-1 et al.), an ECPA district, at its option, may provide in its long-range facilities plan submitted pursuant to section 4 of this act, for one or more community early childhood education facilities projects.
