In case the UK Financial Conduct Authority decided not to mandate conversion of LIBOR (or would not be vested with the appropriate powers, e.g., due delays in adoption of the amended BMR beyond the end of the transition period in December 2020), the reformed BMR would empower, as of January 2022, ESMA to mandate conversion of LIBOR (the LIBOR administrator has an EU entity).
