Motor carrier of passengers means a person who, either directly or through any device or arrangement, holds himself or herself out to the public as willing to undertake for hire to transport by motor bus from place to place over the public highways of this state persons who may choose to employ him or her for that purpose or for the purpose of transporting package express, baggage of passengers, newspapers, or United States mail in the same vehicle used to transport passengers.
