Motor vehicle wholesaler means any person licensed as a dealer under the laws of another state and engaged in the business of selling, displaying, or offering for sale used motor vehicles, at wholesale, but does not mean any motor vehicle dealer as defined in this section.

  • Motor vehicle dealer or "dealer" means any person who:
