The first teams of all Clubs who compete at Step 4 and below of the National League System, all of whom are affiliated to this Association, must compete in this competition.
Any dispensation granted shall be limited to goalkeepers currently playing in equivalent or lower leagues or not more than TWO Steps higher in the National League System than the competing team.

Where an affiliated Club competes above Step 5 in the National League System, its reserve team, if competing in a qualifying league identified above, shall take part.
