National League System means the Competitions which interact with one another by way of promotion and relegation within those steps of the National Game pyramid as determined by Council from time to time;

• The first teams of all Clubs who compete at Step 4 and below of the National League System, all of whom are affiliated to this Association, must compete in this competition.

• The maximum fine permitted for a breach of a Rule by a Team playing at Step 7 of the National League System is £500.

• Where an affiliated Club competes at Step 3 and above in the National League System, its reserve team, if competing at Step 6, shall take part in lieu of the first team.

• Where an affiliated Club competes above Step 5 in the National League System, its reserve team, if competing in a qualifying league identified above, shall take part.

• Teams in this competition shall not include more than TWO players in any one game who have taken part in two or more games at Step 6 or above in the Football Association National League System during the current season unless a period of 21 days has elapsed since they last played.

• The first teams of all Clubs who compete at Steps 5 and 6 of the National League System, together with the first teams of Clubs competing in the St Piran League, Cornwall Combination League, East Cornwall Premier League, North Devon League Premier Division and the Plymouth and West Devon League Premier Division, all of whom are affiliated to this Association, must compete in this competition.
