Operating fleet means aircraft operated under Respondent’s Federal Aviation Administration Operating Certificate that are used to transport at least 25 individuals daily in interstate commerce or are expected to provide such service for at least sixty (60) days within any twelve-month period. This definition shall include aircraft acquired during the effective life of this ORDER.
