Outstate seller of wine means a person licensed by the MLCC to sell wine that has not been manufactured in the State to a wholesaler in the State in accordance with rules promulgated by the MLCC and to sell sacramental wine. Under the bill, an outstate seller of wine would be subject to rules applicable to wine manufacturing and labeling for wine as defined in Section 113(9)(a) or 113a(9)(a), and to the administrative rules applicable to spirits manufacturing and labeling for wine as defined in Section 113(9)(b) or 113a(9)(b).
