The Contracting Officer shall issue a written decision to the Protestor within ninety (90) days of its receipt by certified mail with return receipt requested.
If the District upholds the protest, in whole or in part, the District may in its sole discretion either Award the Contract to the successful Protestor or cancel the Procurement or Solicitation.
The complaint must be in writing, and at a minimum must identify the name , address and phone number of the Protestor; Solicitation number and project title; a detailed statement of the basis for the protest; supporting evidence or documents to substantiate any arguments; form of relief requested.
Protestor and protested driver and/or car owner along with the confiscated sealed engine and/or parts must be present at predetermined location.
The protest must be certified as being true and correct to the best knowledge and information of the Protestor, be signed by the Protestor, and be notarized.
