Therapeutically certified optometrist means an optometrist who is licensed to practice optometry in Iowa and who is certified by the board of optometry to use diagnostic and therapeutic pharmaceutical agents for the purpose of diagnosis and treatment of the conditions of the human eye and adnexa, with the exclusions cited in Iowa Code chapter 154.
