Thissubsection subdivision does not apply to vehicles used as common carriers or as TNC partner vehicles as defined in § 46.2-2000.
If any law-enforcement officer finds that a TNC partner vehicle not bearing Virginia license plates is being operated in violation of subsection B, such law-enforcement officer shall remove any identification marker and any registration card issued under subsection B of § 46.2-2099.50 and shall forward the same to the Department.

A TNC partner may refuse to transport a passenger for any reason not prohibited by law, including any case in which (i) the passenger is acting in an unlawful, disorderly, or endangering manner; (ii) the passenger is unable to care for himself and is not in the charge of a responsible companion; or (iii) the TNC partner has already committed to providing a ride for another passenger.
